Nearly every building around Norfolk Square and along Sussex Gardens are small independent hotels offering bed and breakfast accommodation housed in terraced Victorian and Georgian houses like those pictured right in Sussex Gardens Paddington. As such there is lots of competition which keeps rates competitive.
Be not in doubt, these are not homely houses with a couple of rooms rented out by attentive family owners. These are small simple hotels, with none of the frills. The cheaper ones can be very basic.

Paddington is a great location, central but not with the high prices of say Oxford Street just 10 minutes walk way. many Underground lines pass through Paddington so you can quickly go to most places in Central London within 20 minutes. Paddington Station has the fastest airport transfer to Heathrow Airport using the Heathrow Express and Heathrow Connect trains.
Like most major city centre rail stations the area immediately outside Paddngton Station is a bit scruffy, but there is a good choice of restaurants for all budgets and convenience stores. Within 75 yards of the station area the district opens out into a quite elegant area with avenues and mews built around 100 years ago. Every so often there is a neighbourhood pub or convenience store and the odd restaurant. The area is perfectly safe with the usual common sense precautions.
The area is particularly attractive to those arriving at Heathrow or the west country of England or Wales with Paddington as the main gateway by rail. The district of Bayswater is immediately adjacent to Paddington to the west. This is a less frantic area with a great shopping/restaurant street, Queensway and is very much geared to the leisure traveler. Of its type the best value bed and breakfast district in London is arguably at Kings Cross St Pancras where you get most bangs for your buck.
