If lowest price is the near top of your purchasing criteria then the West End of London is perhaps not the best place to look. Kings Cross St Pancras bed and breakfast hotels are a benchmark for low price and value in Central London and are only 3 or 4 stops on the Underground to theatres and clubs of the West End.
If you are looking for a quality no frills budget hotel equivalent to about 3 star then use Premier Inn in Central London as a benchmark.

What budget or bed and breakfast hotels there are in the West End are very few and far between. Most, in terms of numbers are up by Marble Arch barely in the West End catchment area. Even these bed and breakfast hotels will be around 40-50% more expensive than similar hotels in Paddington less than a mile away.
The only no frills budget chain that has a presence currently in the West End is Travelodge with their Travelodge Covent garden. This is in fact two hotels as Travelodge Holborn on the other side of the road is a physically separate hotel but for booking and pricing is treated as one single hotel.
The room rates at the Travelodge Covent Garden are still a lot more expensive than other Travelodges juts a mile or so away in Euston and Kings Cross with comparatively few discounted rooms.
One relatively economic option are studio apartments. Citadines have two sites at Covent Garden and Trafalgar Square. The Curzon Plaza Mayfair on this page is another studio apartment option.
