If you are in town for a special occasion there is a lot of choice, nearly all the global chains have a significant presence.
If shopping is your primary aim then its worth checking out the various shopping districts. Oxford Street is the busiest aimed at the mass market with huge department stores and flagship stores of most UK retail chains. Harrods is nowhere near though, as is places like Camden Lock which youngsters may favour and more focused shopping districts that specialise. Similarly, although most West End Theatres are within walking distance of Leicester Square and Covent Garden there are major theatres in places like Victoria where hotel rates are significantly cheaper than Leicester Square and the West End.
If you are watching the budget then for most people the savings of staying in a nice hotel in somewhere like Victoria or Kensington are very attractive. At weekends when demand is at its highest in the West End there are hotels in the business districts around Tower Bridge and Westminster deep discounting to fill the beds vacated by businessmen only a couple of miles away.
The London Underground shuts around midnight, but there is a good night bus network and the cost of a taxi will be far less than the savings you will make on a hotel.
