Heathrow Airport to Victoria
By far the most comfortable transfer from Heathrow to Victoria is to catch the Heathrow Express from Heathrow to Paddington then get a taxi or the Underground.
This is quite expensive though, at a fraction of the cost you can do the trip using the Heathrow Underground link. Change at Hammersmith where the Piccadilly & District Lines are adjacent, (unlike at stations between Victoria & Earls Court).
There are also direct National Express coaches to Victoria Coach Station at a price somewhere between the underground and Heathrow Express.

Gatwick Airport to Victoria
From Gatwick to Victoria is a no brainer, take the direct train. The defacto train from Gatwick to Victoria is the Gatwick Express, a dedicated airport train.
If you are on a budget there are slightly cheaper commuter trains on the same route or a much slower, less frequent Gatwick airport bus to Victoria.

Stansted Airport to Victoria
There are two coach services from Stansted to Victoria. The National Express Victoria-Stansted service operates a true 24 hour service from Victoria Coach Station. It makes several stops through central London. Terravision, run a non-stop slightly cheaper service from the Green Line Coach Station at Victoria.

A faster, more expensive option is to take the Stansted Express train to Tottenham Hale, then get the Victoria Line underground to Victoria.

Luton Airport to Victoria
A direct service from Luton Airport to Victoria is run by Green Line bus, running several times an hour to Victoria Green Line Coach Station.
There is a train service available, the Luton Airport First Capital train service will take you to St Pancras, where you can catch the Victoria Line Underground to Victoria.
